ISIR Module - Insolvency and Unreliable VAT Payers

Module Overview

The ISIR module is used for automatic monitoring of entities (companies and individuals) in the Czech Republic's Insolvency Register and checking unreliable VAT payers. The system regularly verifies whether a monitored entity has a record in insolvency proceedings or has been added to the list of unreliable VAT payers.

Main Features

  • Automatic daily check - The system checks all monitored entities every day in the insolvency register database (isir.justice.cz) and in the list of unreliable VAT payers
  • Email notifications - When a new record in the insolvency register is detected or an entity is added to the list of unreliable VAT payers, the system automatically informs authorized users by email
  • Change tracking - The system tracks changes in insolvency proceeding statuses and alerts to their changes
  • Import entities from Excel - Option to bulk import up to 100 entities at once from an Excel file
  • Data export - Export monitored entities to Excel or print
  • CRM integration - Option to link monitored entities with contacts in the CRM module

Who is the Module For

The module is primarily intended for:

  • Sales department - Checking creditworthiness of potential and existing customers and business partners
  • Finance department - Monitoring suppliers and identifying risky entities
  • Company management - Overview of the financial health of key business partners
  • Legal department - Monitoring the legal status of partners and their insolvency proceedings

Module Settings

Access to Settings

Module settings can be found in the main menu under SettingsISIR. In settings, you can adjust access rights for individual users and configure module parameters.

Insolvency Proceedings Filter

In the module settings, you can specify what type of insolvency proceedings the system should search for:

  • Only ongoing - The system displays only currently running insolvency proceedings
  • All - The system displays all insolvency proceedings including completed ones

Access Rights Settings

The ISIR module offers tiered access rights settings for individual users. Each higher right includes all lower rights.

Access Rights Levels

No access
The user has no access to the ISIR module and the module is not displayed in their menu.

View info
The user can browse the list of monitored entities and their status in the insolvency register and the list of unreliable VAT payers. They cannot add or delete entities and do not receive email notifications.

Receive email info about insolvency proceedings initiation and unreliable VAT payers
In addition to viewing information, the user receives email notifications when a new record in the insolvency register is detected or an entity is added to the list of unreliable VAT payers.

Add entities for monitoring
In addition to viewing and receiving notifications, the user can also add new entities for monitoring and edit existing records.

Delete entities from monitoring
The highest permission level allows the user, in addition to all previous rights, to delete entities from monitoring and import entities from an Excel file.

Additional Notification Settings

Send alerts about changes in proceedings
An independent checkbox that can be activated for each user with access to the module. If checked, the user receives email alerts not only when a new insolvency proceeding starts but also when there is any change in the status of an existing proceeding.

Monitored Entities Limit

The number of entities you can monitor is limited to 20× the number of your subscribed users. For example, if you have 10 subscribed users, you can monitor up to 200 entities. The current limit is displayed in the ISIR module.

Basic Navigation

Interface Overview

After opening the ISIR module, the main table with a list of all monitored entities is displayed. Above the table, you will find filter buttons and a button for adding a new entity.

Information Boxes

At the top of the page, two information boxes are displayed:

  • List of users with notifications - Shows which users receive email alerts when problems are detected
  • Monitored entities limit - Informs about the maximum number of entities you can monitor

Filters

Three filter buttons are available above the table:

  • All - Displays all monitored entities
  • In insolvency - Displays only entities that have a record in the insolvency register (with the count of found entities)
  • Unreliable VAT payer - Displays only entities listed in the unreliable VAT payers list (with the count of found entities)

Monitored Entities Table

The main table contains the following columns:

  • Name - Company name or person's first and last name
  • Company ID - Company identification number
  • Tax ID - Tax identification number
  • Personal ID - Person's personal identification number
  • Last check - Date and time of the last automatic check
  • Relationship - Type of relationship to the entity (supplier, customer, partner...)
  • In insolvency - Information about record in insolvency register (No / Yes with number of proceedings and link to detail)
  • Unreliable VAT payer - Information about listing in unreliable payers list (No / Yes)
  • Actions - Icons for editing and deleting the record

Color highlighting of problems: If an entity is in insolvency or is an unreliable VAT payer, the text in the column is displayed in red and bold with an added icon linking to the insolvency register.

Working with Data

Adding a New Entity

To add a new entity for monitoring, follow these steps:

  1. Click the Add entity button in the upper right corner above the table
  2. A dialog window with a data entry form will open
  3. Fill in the following fields:
    • Name (required) - Enter the company name or person's full name
    • Relationship - Select from the list or enter a new relationship (supplier, customer, partner, etc.)
    • Personal ID - Fill in for natural persons (format XXXXXX/XXXX)
    • Company ID - Fill in for companies (8-digit number)
    • Tax ID - Fill in if you want to also monitor unreliable VAT payers (format CZXXXXXXXX)
  4. Click the Save button

Important notice: Either Personal ID (for natural persons) or Company ID (for companies) must be filled in. The system validates the entered data.

Immediate check: After saving a new entity, the system immediately checks it in the insolvency register and in the list of unreliable VAT payers. The result is displayed in the table.

Editing an Existing Entity

To edit data about a monitored entity:

  1. In the table, click the pencil icon in the last column for the respective entity
  2. The same form as when creating a new record will open
  3. Edit the necessary data
  4. Click the Save button

Note: Only users with "Add entities for monitoring" permission or higher can edit.

Deleting an Entity

To remove an entity from monitoring:

  1. In the table, click the trash icon in the last column for the respective entity
  2. The system displays a confirmation dialog
  3. Confirm deletion by clicking Yes

Note: Only users with the highest "Delete entities from monitoring" permission can delete.

Searching in the Table

For quick search of a specific entity:

  • Use the search field in the upper right corner above the table
  • Enter part of the name, Company ID, Tax ID, Personal ID, or other data
  • The table automatically filters according to the entered expression
  • Search works across all table columns

Advanced Features

Data Export

The ISIR module allows exporting monitored entities to various formats:

Export to Excel

  1. Above the table, click the Excel button
  2. The system generates an Excel file with all displayed records
  3. The file automatically downloads to your computer

Export for Print

  1. Above the table, click the Print button
  2. A print preview with the current table content opens
  3. Print the document using the standard print dialog

Note: Export respects the currently used filter and search. Only displayed records are exported.

Importing Entities from Excel

For bulk adding of entities, you can use import from an Excel file:

Preparing the Import File

  1. Download the sample Excel file
  2. Excel must be in .XLSX format (Excel 2007 and higher)
  3. The file structure must contain the following columns:
    • Column A: Name (required)
    • Column B: Company ID (must be a valid 8-digit ID)
    • Column C: Tax ID (format CZXXXXXXXX)
    • Column D: Relationship (supplier, customer...)
    • Column E: Personal ID (format XXXXXX/XXXX)
  4. The first row of the file contains the header (not imported)
  5. You can process a maximum of 100 entities in one import

Performing the Import

  1. In the ISIR module, scroll down to the Import companies/persons from Excel section
  2. Click the Select file button and select the prepared Excel file
  3. Click the Import button
  4. The system processes the data and adds new entities (duplicates are automatically skipped)
  5. After successful import, the table with monitored entities is updated

Automatic check: After import, the system immediately checks all newly added entities in the insolvency register and in the list of unreliable VAT payers.

Note: Import is available only to users with "Delete entities from monitoring" permission.

Automatic Daily Check

The system automatically performs a daily check of all monitored entities without any user intervention required.

What the System Checks

  • Insolvency register (ISIR) - Check whether the entity has a record in insolvency proceedings on the isir.justice.cz portal
  • Unreliable VAT payers - Check whether the entity is listed in the unreliable VAT payers list (only for entities with Tax ID filled in)
  • Status changes - Tracking changes in the status of existing insolvency proceedings

Notification When Problem is Detected

If the system detects a new record in the insolvency register or an unreliable VAT payer:

  • The record in the table is marked in red
  • An email is automatically sent to all authorized users
  • The email contains the entity name, Company ID/Personal ID, and a link to the detail in the insolvency register
  • Users with the "Send alerts about changes in proceedings" checkbox enabled also receive notifications when the proceeding status changes

Check Frequency

Each entity is checked at most once every 24 hours. The time of the last check is displayed in the "Last check" column in the table.

Entity Detail in Insolvency Register

If an entity has a record in the insolvency register, the number of found proceedings and an external web link icon are displayed in the "In insolvency" column:

  1. Click on the link icon next to the text "Yes"
  2. A new browser window opens with current data from the insolvency register on the justice.cz server
  3. Details of all insolvency proceedings for the given entity are displayed, including case numbers, proceeding status, and other information

CRM Module Integration

The Relationship field allows linking monitored entities with contacts in the CRM module:

  • In the Relationship field, enter e.g., "Supplier", "Customer", "Partner", "Competitor", etc.
  • The system remembers entered values and offers them in a dropdown list when creating new records
  • Thanks to consistent naming, you can easily filter entities by relationship type
  • Relationships help categorize monitored entities and quickly identify their significance for your company

Integration with Other Modules

CRM - Customer Relationship Management

The ISIR module is closely connected to the CRM module through the "Relationship" field. You can record suppliers, customers, and other business partners who are also maintained in the CRM system here.

Invoices - Issued and Received Invoices

Before closing a business deal or issuing an invoice, you can quickly verify whether a potential customer or supplier is not in insolvency or is not an unreliable VAT payer.

ARES - Economic Entities Register

When entering a new entity, you can use the ARES module to automatically fill in company data (name, Company ID, Tax ID). Data from ARES is then used for checking in the insolvency register.

Users - Access Rights Management

In the ISIR module settings, you can precisely define which users have access to the module, who receives email notifications, and who can add or delete monitored entities.
